30 PM PacificSummary Assists the Planning Director and Assistant Director in the overall operation of the planning, land use, and zoning functions of the Planning and Community Development Department.
Provides expertise in the review and processing of development applications, supervises planners, code enforcement staff, and Administrative Assistant, and develops and implements policies related to development review and approval.
Must be familiar with federal, state, and local regulations and requirements.
Required to represent the department or the county at public hearings and meetings and must also be capable of providing information at education and outreach seminars.
The Planning Manager Use may be expected to take on additional supervisory responsibilities on behalf of the Planning Director and/or Assistant Director in his or her absence.
Reviews development proposals, issue decisions, and makes recommendations on public and private land development proposals in accordance with the goals and objectives of the Island County Comprehensive Plan, the Island County Zoning Ordinance, the Shoreline Management Master Program, the Washington State Environmental Policy Act (SEPA), and any associated land use, building, or environmental regulations.
Job Duties Responsible for coordinating, reviewing, and scheduling employee workloads to ensure that permit decisions, completeness determinations, SEPA requirements, and other program requirements are completed in a timely manner.
Provides leadership, guidance, and technical expertise to staff in the review and analysis of community development proposals to include interpretation of complex codes, laws, and other relevant regulations.
Prepares work plans and assigns duties to complete projects and implement specific programs.
Establishes and meets deadlines and provides oversight during program implementation.
Coordinates compliance schedules with federal and state agencies in the development and implementation of county efforts to comply with federal and state mandates.
Provides direction, explains issues, and informs staff of how the County should implement goals, policies, and regulations.
Ensures that staff interprets laws and ordinances in a manner that implements the policy direction established by the Board of County Commissioners within the scope and intent of federal, state, and local laws.
Develops and conducts staff training.
Assists Director in the annual budget preparation, attends senior staff meetings and departmental meetings, and those with the Board of Island County Commissioners as necessary.
Participates in the recruitment, employee evaluation, and disciplinary procedures involving department personnel.
Ensures that efficient, courteous, and accurate information is provided to the public, elected officials, department heads, and interest groups.
Works positively with co-workers and members of the public.
Prepares and reviews staff work, detailed staff reports and public presentations before the Hearing Examiner, Planning Commission, and Board of Island County Commissioners hearings.
Represents the County at various meetings involving other agencies and citizen groups.
Community meetings may be held outside of normal working hours.
Provides technical expertise in the development and review of development regulations.
Assists other planners and technical staff on resolving conflicts or problems by consultation on on-site inspections.
Ensures that projects are monitored for performance and compliance with permit conditions.
Performs other tasks as directed by supervisor.
Knowledge, Skills & Abilities Professional experience related to administration of critical areas ordinances.
The ability to review and develop best available science is desirable.
Knowledge of the following:
Growth Management Act, Shoreline Management Act, State Environmental Policy Act, State Forest Practice Regulations, Open Space Taxation Act, Federal Endangered Species Act, Uniform Building code, Island County Comprehensive Plan, Island County Zoning Code and development regulations, Island County Shoreline Master Program and geographical information.
Ability to educate staff and the public on planning issues.
Ability to effectively draft policy and articulate administrative and policy direction to staff.
Ability to properly and effectively administer numerous federal, state, and local regulations.
Ability to effectively provide administrative and policy direction to staff.
This position imparts new information, develops methods for the implementation of new ordinances and provides general policy direction to all levels staff in the Current Use function.
Ability to responsibly and effectively supervise professional, technical, senior and administrative staff.
Addresses personnel matters and provide departmental direction in the absence of the Director.
Ability to exercise sound independent professional judgment and maintain objectivity when dealing with individuals and groups with conflicting or competing interests.
Strong analytical, organizational, written and verbal communication skills.

Education, Experience & Certifications Valid Washington State driver's license or the ability to obtain a license.
A Bachelor's degree with major course work in urban and regional planning, geography, or related environmental sciences AND seven years of related professional experience in city, county, or regional planning.
A degree from a PAB accredited planning program is desirable; or A Master's degree with major course work in urban and regional planning, geography, or related environmental sciences AND five years of related professional experience in city, county, or regional planning.
A degree from a PAB accredited planning program is desirable.
AICP designation is preferred.
Applicants may be considered who demonstrate an equivalent combination of education and experience to provide the necessary skills, knowledge, and ability to perform the work, at the sole discretion of the County.
